is this risky for the paypal acct itself? or it is ok?

I am scared to use paypal myself as I have had one account frozen already and it was a bitch to get another account. I had to say I was sorry and I didn't know, I also had to say I wouldn't let it happen again. So I am staying away from PayPal with adult me thinks.
