It means if your documents are in another language and they cannot make out that the certain document is a utility bill , usually your passport has an English version as well so that should be fine, but if your utility bill is not you have to take it to a certified translator that will make a translated copy of it and then the notary can notarize the translated copy.

Depends where you are , i have done this 100 times in my country and it was easy because notary offices paired up with translators, so it was a common thing ...
i hope no one has any issues getting it done so we can get our moneyzzz :P
