In some countries what were perceive as corruption is just the way they do business. For instance in some countries like Saudi paying people for them to introduce you to others, clear the way or just make everything run smoothly is normal.

When I first came to Czech I was shocked at the number of people who held out their hands for the tiniest things. The same as when I went to the Philippines and was thinking of getting a job their. The people who interviewed me expected money for giving me the job. It's their system and my then wife found it totally normal. As did Eva when we came here at first.

It's changed here.

Does a person spending $160 million or big businesses or organisations backing politicians or lobbyists smack of corruption? Just the way some do business.

Read the methodologies used, and sources of data first, rather than just trigger on a word used in the title. In this case "Perception" doesn't mean they just made shit up. It means they're trying to be honest about their accuracy not including hidden sources of corruption, etc...

Notice how relatively clean Canada and the U.S. are... seems like there might just be a touch of bias there. Then again I haven't travelled much outside North America, and perhaps it's so much worse than I expect. Seems however that money can buy transparency. :2 cents:

Its easier for some countries...as they made corruption legal and named it lobbying. So its corruption you can even deduct from your taxes, can't beat that.

but the people are poor (the majority are anyways). the corrupt government ensures it stays that way.

Having travelled quite a lot outside of North America I can say there is absolutely no bias here. I cannot argue with any of these stats. It seems absolutely accurate to me.

Spain's corrupt at local government level, because they've got too much autonomy.
But the main central government is pretty clean.

I think they have underestimated the amount of corruption in Latvia....... I have never witnessed a transaction of any kind that did not involve kickbacks and corruption of some variety in this country. Money laundering, tax evasion, fraud and embezzlement are so common here as to be barely worthy of mention.
