why would a certain altitude make it legal?

the town where I bought it is about 3000m over the level sea, then u can take tours to places at 4300m over the sea level

with such altitude u can feel sick, u can puke, have headaches, there is low oxygen there and you breath faster, you feel tired, and you think slower (yes is true, u forget things that happend the day be4)
