Need code help

I hope I am wording this right.
How do I code this </div>
<a href="#"><h3 class="bottom-btn-green">CLICK HERE TO COMPLETE SIGNUP</h3></a>
</div>

to link to a form action not a href link?
Any help on this would be very much appreciated.
Thank You

Code:
<form action="#">
  <input type="submit">CLICK HERE TO COMPLETE SIGNUP</input>
</form>
You can use CSS to make the button look like a link or line of text.
