Why is PR still a requirement...

... to trade traffic or exchage links?.
Lastest update took place over a year ago and google has said that it won't update it again.
Shouldn't webmasters use a different metric to accept/reject other sites?

Google used to update PR of every website at least once every three months, but not anymore. On Oct 6, 2013, Matt Cutts tweeted he would be surprised is there is another PR update before 2014. He basically implied there will be a very slight chance there will be another PR update in 2014.

Now it is 2015 already, there is still no update on PR, which might means Google has weighted less on PR number. Of course, there is a rumor that is flying around saying PR is updating everyday, it is just not showing anymore.

PR and GTPR are two different things. PR is and always was updated constantly.

PR hasn't been relevant in at least 10 years. Well...unless you're tryin to sell links on your pr5 site with no traffic and no search ranks, but still find suckers to buy, then it's relevant to you.

GTPR may not be relevant any more but many webmasters still require =< PR2 to exchange links or even trade traffic. It's weird why webmasters still use a dead metric as a requirement.

I think they are uninformed about certain important matters, I do not see any other logical explanation.
