side note here... the answer is no, not in the eyes of the law. a person is innocent until proven guilty in a court of law. So no convictions, hyper-technically, means not a criminal.

If the person accused of being a criminal can prove in court that someone slandered them and it hurt them financially then they can be awarded a settlement (thank you Judge Mathis!).
