Manafort was investigated because he was chairman of the Trump campaign, Trump was being investigated for working with the Russians by coordinating the release of hacked emails. So it has everything to with Trump. Saying otherwise is simply not true.

Of course, this is just the start of the investigation. We have no idea what else has done. For all we know Mueller plans on charging Manafort with treason for going to Prague and having secret meetings with the Russians.

If she decides someone gets to handle classified information, she can make that decision on the fly. She doesn't have to fill out a form or ask daddy for permission. I am sure it is a big more complicated than this, but the short version is she never broke a law which is why she was never charged.
