Reminds me of an oldschool flashlight, how you could adjust the focus on the light... Prob someone fucking around with a huge light or some sorta laser maybe?

It seemes that they actually do. So far they've tested 12 Bulava rockets and 7 have failed and only 1 has been a success (ref lenta.ru). Not sure how good or bad of a trackrecord this is hounestly. Bulava is a subversion of the rocket Topol-M and is designed to carry nuclear weapons.

Itar-Tass is confirming that it was a failed rocket aswell. Russia has denied so far but are confirming today. The first two steps worked but the third failed and it deviated from it's original path leaving a blueish spiral...
