You don't understand something. In Vegas 100's of guys push whore flayers absolutely openly on the main street of the city right before police eyes. Close to midnight almost all the strip is getting buried with these small ads featuring busty hookers with phones. No one cop gives a flying fuck about it. Do you think they just "unable to catch the criminals"? Try to imagine something really illegal instead of these flayers.

For example. Here in Russia prostitution is NOT forbidden. There is no law against it. Only pimps can be arrested and imprisoned but not whores. According to the news almost everyday some pimp (or a group of them) gets arrested. Take into account the fact that they (pimps) never sell whores openly. Also everyone knows what Russian police is extremely corrupted so it cooperates with pimps (usually police and pimps are the same persons), but even in this case pimps never sell girls right on the main street. Never!
