Holds began about 2 years ago.
PayPal also requires rolling reserves for some sellers, but that's totally different than holds.
Holds affects most all sellers, even including sellers that should be exempt occasionally getting them too.
Sending goods with Delivery Confirmation
and entering that number on the PayPal Ship To page will greatly speed up the release of the funds - often released within a few days after the delivery confirmation tracking number is fetched and matched by PayPal's automated system.
