I'm obsessing over beiber. lol I couldn't care less who it was driving. He's a novice driver, i.e., statistically speaking, the statistics apply and those stats are:

Plenty of world wide research proving younger age males are extremely high risk drivers.

Plenty of research proving a .04 bac = 4-10x more risk of causing an accident.

The traffic accident rates for 16- to 19-year old drivers are higher than those for any other age group. What causes teenage drivers to be such risky drivers? The following is a list of their primary risk factors.


Lack of skill
Novice teenage drivers have not yet completely mastered basic vehicle handling skills and safe-driving knowledge they need to drive safely.

Alcohol and drugs
Driving under the influence of alcohol and/or drugs is a common cause of serious crashes, especially fatal ones, involving teenage drivers. Teenagers who drink and drive are at much greater risk of serious crashes than are older drivers with equal concentrations of alcohol in their blood.

Risk Taking
Teenagers tend to take more risks while driving partly due to their overconfidence in their driving abilities. Young novice drivers are more likely to engage in risky behaviors like speeding, tailgating, running red lights, violating traffic signs and signals, making illegal turns, passing dangerously, and failure to yield to pedestrians.

If you are under 21 in MN and get caught driving with ANY booze in your system, doesnt matter if it is .01, your license is suspended until you are 21. It is called the "Not a Drop" law here. As a kid I would have been fucked. As a parent I like the law. Funny how that works.

Growing up in farm Country we used to do some pretty outrageous shit when we were 17,18,19 while drinking. From jumping trucks to scooping people up with tractor buckets and giving rides. To this day I am still surprised nobody got seriously injured.

Kids and booze don't mix. A kid with a .04 is going to feel a lot more buzzed than say one of us who are more seasoned drinkers.

And Dynamo...an 18, 19, and 20 year old is an adult. The law shouldn't be different for one set of people as opposed to another.

I'd trust a 19 year old behind the wheel ANY day over a 80 year old. Faster reflexes, better vision, hearing etc.

Yes, we act stupid and crazy when we are young. Nothing new there.

Yes, I drove a lot faster when I was 18 than I do now. Nothing new there either.

But to allow the govt. to make laws that discriminate against adults of a certain age?
The only reason they get away with it is because people turn 21 and then don't care anymore.

I'm just not getting how saving lives is discrimination.

In 2011, 32 percent of the young drivers (15 to 20 years old) who were killed in crashes had a blood alcohol concentration (BAC) of .01 grams per deciliter (g/dL) or higher.

NHTSA estimates that the 21-year-old minimum drinking age laws have reduced traffic fatalities involving 18 to 21 years old by 13% and have saved an estimated 27,677 lives since 1975.

No shit! I look back at the crazy shit I did as a teenager and I wonder how ANY of us survived. lol

As for a .04 feeling "buzzed". No way.
04 isn't even a full beer. It would be .04 if you used Listerine (that sometimes is enough for a .08)

The DUI laws are set ridiculously low to up arrest rates in my humble opinion.

I'm not advocating drinking and driving...but if you live anywhere except a large city that has taxi's...you are going to drink and drive sometimes. It could be as simple as going to dinner and having a couple of cocktails and you will blow over the "limit".

Drunk driving is a very, very bad thing and I'm not talking about that at all. I'm just talking about the methods used to determine DUI. I think that they are set up in a way to pretty much arrest anyone they want to.

Dude, if you think that drinking laws have stopped ANYBODY from drinking...then you are out of touch.
The drinking law was 18 when I was young. I was drinking with my buddies AND driving (because I was young and foolish) by the time I was 15 years old.

Do you and NHTSA really think that young folks on a Saturday night are saying to themselves: "Oh, it's against the law...we better not drink"?

Of course not. If anything I'll bet that more "underage" people are drinking and driving in 2013 than they were in the past.

I'm sure that the NHTSA loves to pat itself on the back and all..but I was once a teenager, and the "law" was the last thing we were thinking about on a Saturday night when we got somebody to buy some booze.

It's always been that way and always will.

Robbie, I'm not going by what I think or feel, or remembering what it was like, I'm going by statistics. You're suspicious of anything official, whether it's a law or stats and I get that.


Also, .04 is 2 12oz beers consumed in an hour for a 150lb male, those are official statistics of course, so you're going to take issue with that.

The state has a different level for "DUI" for people under the age of 21. That is pretty fucked up.
When I grew up in Fla. the drinking age WAS 18 and the alcohol level was much higher (I think it was something like .14 back then) for ALL adults. That's damn near age discrimination against an adult.

I agree Bieber is pretty dumb for doing things like this at a time when the cops have a hard on for him everywhere he goes.

But at the same time...charging him with DUI for blowing a .04??? That law is just a way to get more people (not talking about Bieber, but other ADULTS 18 to 20 years old) introduced to the penal system in the state.
Many countries have different limit for young drivers (I guess logic behind that is that young drivers are inexperienced hence more chances to do an accident). Its very good idea actually and I support that.

As for 0.4 - its nothing unusual, examples of European countries as a guide:

By the way 0.4 (or 0.04 by US system) is +- 2 0.33L beers for the guy of Bieber's build.
