Nothing random about that at all; totally planned!

Watch the guy get out of the compact car before it turns around and waits for him.
He runs back to the car after the shooting and they drive off.

He knew who he was shooting at and he knew the victims were standing in front of the store.

The 3rd guy was shot because the shooter wanted to take out anyone who might return fire or be a witness.
