If you're going to spend 3 billion dollars on this type of shit just think of the hundreds of projects that could have been built in communities that would last decades, that millions of people would use and get benefit from.

Here in our local city, they built a 'Flatwater Center" for the boating events - they're calling it a "legacy project". A multi-million dollar facility that'll remain dormant 98% of the year but that we'll continue to pay for upkeep through municipal taxes.
