i don't think it is even possible, you are mixing selection with layered content, photoshop wouldn't know which layers to move to provide blank space for a given selection.
what you can do is to use distribute layers evenly between each other or align them to a particular side, e.g. left, right, top, bottom like this: Align and Distribute Layers In Photoshop

Just fucking expand BACKGROUND area and push all the content N pixels up from the top selection edge and N pixels down from the selection bottom edge. Major use when one needs to add space down for a particular design section to add more text or any other content.

your above example makes sense with empty canvas, now if there are some layers, photoshop would not know which layers need to be moved and which to keep in place.
for instance, if you have a footer and you are just asking to expand background layer - what is going to happen with footer layers? they are not part of background. so it would end up working similarly to expanding canvas

imo, the only thing photoshop lacking these days is presets manager - that thing is way outdated and cumbersome in usability.
InDesign maybe better at managing empty space since it's main use was for print layouts although they support web stuff also, but i personally haven't looked at that tool yet.

Andrew, do you use most current photoshop, with adobe's creative subscription?
check out photoshop's multiple artboards, you could set up several canvas in one PSD, for example have different artboards for desktop, tablet and smartphone views, maybe it would work out better that way?

If you're using it for layout and not design, why not just use InDesign? InDesign is specifically created for layouts. That's one of the reasons I love Adobe so much. All of their programs play well with each other. I design vector elements in Illustrator, export to Photoshop to design, import design elements into InDesign to layout.

if you're not on latest photoshop you should consider it though, it's like $20/mo or $50-60/mo for all their apps. anyway, have phun re-arranging stuff, it's part of process =)
