Even ignoring the bilateral peering you may still be able to get a good discount at a D/C, if you can commit to a good chunk of bandwidth then they may be able to move up a tier in pricing with their interconnects. Tube site owner gets a discount, host gets more overall b/w at a better price. Everyone wins.
Of course by commiting you're required to pay for that b/w for a specific period even if your site is a complete flop...... |
