Is that list for webmasters or surfers? I noticed EuroRevenue is on there, I've never had a problem with them.

Wow I never even noticed that, they must have changed it recently? Definitely shady but this thread is about programs that don't pay / convert. Eurorevenue has always paid me, and it still converts even with the small amount of traffic I send from one blog.
