What agency do you report a URL that has illegal content on it.

google has spam reports if you find stuff in their index

you can report them to their hosts and their domain registrars as a start

if it is copyrighted content you are seeing being stolen from a big sponsor, you can inform the sponsor about it so that they can do the dmca's etc....
