How do you decide if a site is worthy of exchanging hardlinks with?

Assuming we completely ignore pagerank, what are some other good ways to quickly evaluate the quality of a backlink? I know to look for basic content quality and number of outbound links, but I'm looking for more things similar to google's link: operator and things like that.

Look around at the site. Does it look like a quality site to you? Does the site have more content than ads?

If so then it's probably a good bet.

i use a link submitter and it submits to 300+ link sites... don't need to sort them

I use SEMRush to see if they have any top 20 Google spots.
