WTF: Chase not processing my chargeback
I guess I'm half asking for advice, half venting...
Last May I saw a handful of pending charges on my (then WaMu) checking account, $1 preauths for Itunes and the Iphone App store. I called them up right away as I don't have an ipod or iphone, and they said there was nothing they could do until a charge posted. The next day I had a preauth for $1000 from a company in Spain, called, got the same response. Two days later the charge posted, so I called again, disputed it, and canceled my debit card. They issued a credit for the amount and the guy told me they'd send some paperwork for me to fill out but it could take awhile... I never received any paperwork, and then today they reverse the credit, and debit that $1000 back out of my account. I called them up, and apparantly Chase's official position is that because the CVV number on the transaction matches the one on my card, and I stated that I did have the card in my possession at the time, they will not process a chargeback. The only way they'll look into my case furthur is if I provide a police report. I just don't get how members who signup to porn sites can download the members area and charge back the $30 when their wives see the charge, yet I get dinged for $1k and have to fight my bank even though I disputed it the actual day of the charge. Local branch manager was no help, and the local police department of my branch won't do a police report over the phone. I submitted an fbi internet crime report and have an ID for that, I wonder if it's enough to get Chase to reopen the dispute... |

get a police report and fax it to them.
chase has fucked with me too and I also had a wamu card that became chase. i had sent a payment to wamu and learned that chase had taken over. i tried logging in via online and could not as the transfer was taking longer than expected of wamu to chase. i called chase and asked about my payment and they reassured me online would work soon and my payment via the mail would reach them anyways. i kept trying to get access online and it would not work. i finally called them up again and discovered my account was now deliquent and my apr was raised. fought with them over the payment which did not reach them until a couple weeks latter. i would cancel but do not want hit to my score so i just do not use them anymore. i hate chase. btw you said debit card in your rant and i think you meant credit right? |

Debit cards do not have the same consumer protections.

Debit card ... thats the difference.
Using a Credit Card the bank is left holding the bag and thus will do a lot more to help, but with a Debit Card, well, it's not their money at stake, it's yours. Regardless of the outcome, dump the debit card and only use a credit card that's not associated with your bank account - get the credit card through a totally different bank. Alternatively, go with a pre-paid and/or better yet, a loadable card, such as Wal-Mart Money Card (GreenDot), which works amazingly well and as advertised (no overdraft fees, etc nonsense) ... for small, frequent purchases. Lastly, while a hassle, at this point, a police report, as the bank mentioned, is what you're going to need to get things moving. Ron

I closed out my Chase (wamu) accounts a week ago. Opened them all when it was still WAMU. Not a fan of the switch.

Banks can be idots. I used to use a banked called Key Bank and had a chargeback that I fought every month. I had signed up and used a hosting company then the company went out of business. So I switched hosts. Each month on my account there was a charge from an online processor for anywhere between $45 and $99. They never went over $100 and it was always for an odd amount like $57.92. The first one I ignored because I assumed I had bought something and forgot about it. The second one I knew was off because I didn't buy anything that month. I contested it and got a credit.
The problem was that they told me the didn't know who it was, but that the charge was authorized so they had to approve it. So every month they approved the charge and every month I disputed it and every month they gave me a refund. Finally I spent a full day calling around and we found out it was this old hosting company that was still charging me. When I explained to them that I had canceled that service they still wouldn't stop the charges. They just kept saying, "It is authorized so we have to process it." Of course it wasn't authorized, but that didn't seem to matter. Finally they suggested that I just close the account and open a new one. I asked them, "What if this happens again? It seems anyone can charge anything they want to my account and you guys don't stop it. Every month you find for me in the dispute, so why not just block that charge and save everyone the headache?" I nearly collapsed when she looked at me said, "Well, on the new account if the charge is authorized we will process it." I closed the account and left. |

Obviously if that were possible this would be a much different situation
![]() Which is where I'm stuck. I'm in Costa Rica right now, and the Las Vegas police department wouldn't take a police report over the phone... I guess I'm just going to have to start calling state by state until someone will issue me a case number, lol. |

Crazy as it seems, that's correct. You voluntarily provided the merchant your card number. Even for a one-time purchase, you could potentially experience the same type of problem.
And on a related note, the same goes for "holds", typically the bank can't help - only the merchant can remove those - otherwise the "hold" can easily stay on for a week to upwards of a month! For example, most anytime when one pays with a card at the gas pump, a "hold" of as much as $150 is placed on the card - usually it's removed after one completes their purchase, but not always. For credit card users, "holds" are usually just a minor inconvience at worst (most never even notice them), but for debit card users, unreleased "holds" can be disaster - negative balances, bounced checks, over-draft fees, etc. And the bank is unlikely to help - they'll like say nothing we can do until the hold is removed by the merchant or it timesout in 7, to as much as, 30 days.
